Yeah that's what made me wonder, but the description does make it sound like it's a physical copy and that it has English language in-game.

 

Edit: Yep, multi-language physical card. Play Asia and others have it listed (priced higher).

I guess the price is explained by Yen exchange rates being incredibly low at the moment. But yeah, it can feel a bit weird that a physical version from across the globe costs as much as the digital one over here.

I think I get what you're saying pre-World but I'd say it's out of that now.
